American lawmakers are meeting during the weekend for the first time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to diminish as GOP senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.
Growing Impact of Government Shutdown
The impact on Americans from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went without pay, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Plan from Florida Resort
As weekend meeting got under way, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Endorsement
Multiple Republican senators praised the proposal, which is similar to a alternative for Obamacare put forward in 2017.
"We're going to replace this broken system with something that is actually better for the patient," one senator said.
Another senator commended Trump's suggestion on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the health care they want."
Democratic Response
Opposition senators shared alarmed reactions to Trump's proposal.
"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another senator reacted to the censure of insurance companies by posting: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? In that case I welcome your support for Medicare for All."
Ongoing Negotiations
The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an openness to an developing plan from a handful of centrist lawmakers to terminate the shutdown in exchange for a future vote on the ACA payments.
One Democratic senator, who is leading the talks among centrists, said that Democrats "require another path forward" after Republicans turned down an offer to reopen the government and extend the subsidies for a year.
Another leading Democratic senator continued in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the future of the tax credits.
"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Partisan Dynamics
None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the backing of eight Democrats to reopen the government, and the idea of repealing and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.
Some analysts suggested that the core of such a proposal would remove the ACA's requirement that insurance companies cover patients with pre-existing conditions.
After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the proposal that failed to garner enough backing in 2017.
